Andrew Chou was first elected to the Diamond Bar City Council in 2018. Before joining the Council, he served as a Parks and Recreation Commissioner for the City of Diamond Bar, where he gained firsthand experience supporting community programs, parks, and quality-of-life services for residents. Andrew was re-elected in 2022 and went on to serve as Mayor in 2023.
Andrew was born in Taiwan and immigrated to the United States with his family when he was 12 years old. His family put down roots in Hacienda Heights and built a successful international wholesale business. As the son of small business owners, Andrew saw firsthand the hard work, perseverance, and determination it takes to pursue the American Dream.
After graduating from the University of California, Irvine, Andrew began a career in finance, rising through the ranks to become Senior Vice President at several national firms. He later founded his own small business based in Diamond Bar. As a strong advocate for local businesses, Andrew also founded the Diamond Bar CEO Circle, a networking group created to connect, support, and promote small business owners in the community. During the pandemic, the group played an important role in sharing timely and accurate information about public health mandates, relief programs, and resources to help businesses not only survive, but continue moving forward.
As a father of two, Andrew is also a strong advocate for local youth. He is frequently invited to speak with student clubs and community-based service organizations about leadership, civic engagement, public service, and issues important to young residents.
Andrew is deeply committed to equity, inclusion, and fair representation for all. He has been a proud and vocal advocate against anti-Asian hate and has also spoken out in support of the Black Lives Matter movement. Under his leadership, the City of Diamond Bar issued its first proclamations recognizing and honoring both Black History Month and Asian American Heritage Month in 2021.
Andrew believes local government works best when residents are heard, included, and respected. He is fiercely committed to making sure all residents have a voice in shaping the future of Diamond Bar.
Andrew and his wife, Jennifer, along with their two children and their dog, Lolli, are proud to call Diamond Bar home.
